PESEL is an identification number, not residence permission. A foreigner receives it through qualifying residence registration; if registration is impossible and an authority requires PESEL, apply with the legal basis and an identity document. The service is free. A JDG application without PESEL can be made through a municipal office; business eligibility still needs a separate check.
